For my part, after considering the arguments above, I think an essential consideration is the overall strength of a nation.

For those highly-developed countries where the majority of people enjoyed a high level of living standard, they are justified in their attempts to explore the life on other planets.

And for those developing countries, it is a better idea for them to join in the out-space scientific research led by more powerful governments, through which they can also enjoy the benefits with less investment.

However, it is tackling the domestic problems, especially those closely related to people’s living and surviving, that really needs the top concern from the governments of under-developed countries.
